It is sci-fi. It is Dawson's Creek plus Sci-Fi, but it is Sci-Fi.
You have to remember that most science fiction on TV must be "toned down", so that non sci-fi geeks might get into the drama of the series. SeaQuest, Star Trek, The Incredible Hulk, and Bionic series, all had their science elements toned down over time and became quite accessable to the masses. They may not be major sci-fi in most of our minds, for network/ broadcast TV they were a major change.

I think Moonhunter has pretty well covered it. Most scifi TV shows are not really hard science fiction like we are used to in book form. Shows like Star Trek, Dr. Who, Roswell are more sci-operas than science fiction. This does not mean they cannot be good.
MH is right about the reasons too, make them accessable to a larger mass audience.
